Case Studies will be used to investigate, demonstrate and refine the practical application of the CRF framework. They will provide examples of real-world situations to allow NRAs to plan and cost their infrastructure adaptation.

At least two NRAs will be selected for the case study and road map demonstration.

Case Study 1 - Tailored Roadmap using the CRF and CLA

This case study will apply the CRF, encompassing the CAV-ready level of service approach, to evaluate the selected case study NRA’s maturity level and create a practical and tailored viable and achievable roadmap for that case study NRA. The tailored road map will highlight practical solutions for achieving short and long-term goals to give priority to adaptation options that can be delivered quickly, at low cost and at low risk.

Case Study 2 – Cost-benefit Analysis.

Several small case studies using the cost-benefit methodology will be conducted. The case studies are likely to represent three different combinations of low-, mid- or high CAV sophistication and low-, mid- or high infrastructure (physical, digital and connectivity) and regulatory adaptation to support CAV use under different CAD scenarios. We envisage developing a matrix that compares the potential costs of the infrastructure needed to deliver automation in less sophisticated (and therefore cheaper vehicles) against that for more sophisticated (and therefore more expensive) vehicles, how this might affect the uptake of CAVs and which options deliver the greatest return on investment for strategic roads authorities.

Each combination will be considered as a test case of providing this technology at a cost per kilometre, assuming current costs and economies of scale. The analysis will attempt to identify where the costs are imposed and where the benefits accrue. It will distinguish between direct benefits such as greater traffic flow and collision reduction/detection, in-vehicle value of time gain, with indirect benefits such as higher-order agglomeration benefits from travel cost reductions for freight transport and commuting. Based on the outcomes, these case studies will offer insights into the approaches likely to yield the greatest benefits to strategic roads authorities. They will also offer insights into whether market failures exist, and whether interventions from public stakeholders might be considered. The case studies will also explore potential path dependencies that might lead to suboptimal solutions.
